posters in public places; actively participated in politics from
1972; started law practice in 1972; won the 1-Panaji (North Goa)
Parliamentary Constituency election in 1984 by a vast margin; as a
Member of Parliament, he introduced the highest number of Private
Members' Bills in the Eighth Lok Sabha; pursued the demand for
statehood to Goa rigorously with late Shri Rajiv Gandhi, the then
Prime Minister of India which ultimately resulted in the passage of
the statehood Bill and grant of statehood to Goa on 30 May 1987;
also made special efforts to include Konkani in the Eighth Schedule
of the Constitution as a Member of Parliament and later as President
of Goa Pradesh Congress Committee (G.P.C.C.); Was Chairman, Goa,
Daman and Diu Industrial Development Started political activity as a
